In 2008, the Utah State Legislature passed SB38. The intent of this bill was to make certain public financial information available on the Internet. See http://performance.utah.gov/transparency.shtml. I sugget expanding that bill to include transparency in how teachers and adminstrators get their salaries and pay increases. This should help reform education to be more accountable for budget increases they receive each year.
